Yeah, I figured that a couple minutes after I posted that I had no idea what you were getting at This answer is pretty good, but for the "general" part, it's really the people getting married who "control their fates". They are the ones who have to say "I do." If the priest won't perform the ceremony then I guess he won't get paid and they'll find another priest. If the father of the bride or someone like that says no, then they can always have a rebellious secret wedding without him. It's a better guess than I gave it credit for though.
