That would be a waste of time. Donate the old cell phones to people in need. The homeless can use them for self-protection. A tiny motor can be purchased at most hobbie stores that sell toys and crafts etc.

I think that most 4 year olds are not up to erecting those items. How about a lego set, or get a bunch of colored construction paper and create chains or masks with just stuff around the house. Another is model toys that use glue. They may have easier ones for beginners. I was able to build my own boat and take it to the bath tub. Try getting some clay or play-doh. Paint by number, etc.
