Then King Leroy waved his hand and his attendant brought in a scroll. It was the first clue left by the Prince. On the scroll was scrawled:

"HAIBARASTAST" Considering the letters following I believe that There should be an L and that the first part is a user, but I cannot find anyone with this user name. It sounds familiar though.

the use of "decimating" seems to me to mean reduce into a ratio of 1:10. I have found a correlation between the times that im withholding per request however the times aren't exactly the focus of the riddle. Its more the concept of time passed...hint hint.
