Dread of the felon who stands before the hearing of a strict country.

Dead forum (thought maybe I like better "Death Forum" [which kind of sounds like "death for him" {but now I'm just seeing how many clauses I can nest in brackets<four seems to be the final count>}])

We need to summon the power of Fabpig or PG for solving cryptos.

These are singular cryptocrossword answers. I love these UK puzzles.

Ex: collect in a laughing waistcoat.

Answer: harvest (a full clue, collect for harvest, is found in the "har" or laugh, and waistcoat, vest)

I'm afraid that I lack enough intelligence to even approach this one O,O

I love these riddles and want to do more. I'll answer and explain this one:

Dismay or dread is the key clue. The felon (con) comes before the sound (hearing) of a strict country (stern nation).

Consternation

I ended up going too specific in my head with "strict country" and tried to work -iran (among others) into the answer.  I'm looking forward to the next one!
