It represents America and the American Dream, and this can be seen as a sham in three different ways: the Statue of Liberty was supposed to represent the friendship between US and France. Or, the American Dream itself is a sham, because it just isn't true. Few people pull off the rags-to-riches that Carnegie and friends pulled. Many immigrants come to the "land of opportunities" and find few opportunities open to them. Or, the Statue of Liberty is not a real person, but just a statue, lol. If you've ever played GTA, you may know about a special easter egg.. The Statue of Happiness has a chained, beating heart. Edit: no offense to the US intended, lol.
