All the verse describe the same thing the first two verse specifically define the thing, the final two verses could be held as an opinion of this same thing. I have to give you credit for finding as much as you did. The first two verse provide the answer, the second two verse are commentary on the answer. But all describe one single answer. Democrats-Whigs, then Democrats-Republicans. The other is to simply wigs as in those worn by the founding fathers whose images are depicted on our coinage - the reference to "glistening sheen", and the possible biblical reference to the image of "caesar" on the state coin, and later "collectors".. The US Mint didn't start putting person images on coinage until the early 20th century when the Federal Reserve System was also adopted. So this could be a reference to the central banking system or Federal Reserve, but that seems like a more remote option given the strong political party references in the first two clues. As Roy Thore pointed out it was Thomas Nast the drew the Democrats as a Jackass, he did so because he thought of the Democratic party led by then President Andrew Jackson as a dictatorship or caesarist. You were correct in my reference to the wig as being the decenting party against the Democrats at the time, but they were not the predecessors of the Republicans. The Repulicans came later and the Democrats have ever since been keenly aware of there presence, hence the reference to the pacodern. First they were adversaries of the Whig party, then the new upstart Republican party which came later and attempted to pass them.
