however and whoever are anagrams of each other (shifted) and appear one after the other (repetitive). But I don't see any other anagram pairs so I'm not srue if this is part of the answer or not.

That is one of the things shifted refers to, the other being the order in which the words appear. Repetitive doesn't necessarily mean they are next to each other.
