Question

Hardly belligerent, by any means

But just one step away from fighting mean

It's a thing that can be seen

But not in it's extreme

(Whose birthplace is the sun

With effects far from fun)

Nature's tooth and claw is on the other side

Mirroring the answer over which I preside

If you still need a clue, here's what I'll do:

I'll give you two-combining's up to you

A glass, a container

To permit, or enable

That's all I have to say so

Yep!

Hardly belligerent, by any means

But just one step away from fighting mean - violet is one letter away from violent

It's a thing that can be seen

But not in it's extreme - ultraviolet outside of visible light spectrum

(Whose birthplace is the sun

With effects far from fun) - still, ultraviolet

Nature's tooth and claw is on the other side

Mirroring the answer over which I preside - red is on the other side of the spectrum

Yes indeed, a really good riddle. Especially liked the "one step away from" clue (was the shape of the "n" being similar to a step intentional?) and of course I liked the charade (combining) as you might expect.
