Two tanks are moving head on straight against each other without stopping.

Green Tank top speed is 2x Unit distance/min. faster than Brown Tank.
Green Tank bullet speed is 2x Unit distance/min. faster than Brown Tank.
Brown Tank enemy detection range is 2x Unit distance farther than Green Tank.
Brown Tank effective bullet range is 2x Unit distance farther than Green Tank.

Which of the tanks hits the other first?

Not enough information is given to answer the question. At some unit x, assuming the bullets do not intercept each other. the Brown Tank's bullet will hit the Green Tank first. At some point both bullets will have been fired and reach their target at the same time. And, then beyond that point the Green Tank's bullet will strike the Brown Tank first.

try [1 unit distance = 1 mile]  to come up with a solution

I would rather not attempt to solve this problem with the lack of information and ambiguity in the problem.

Spoiler

It is given the detection range of the Brown Tank is 2x further than the Green Tank.
If given the distance of detection by the Green Tank of the Brown Tank as X = 1 unit, then the Brown Tank would be able to detect the Green Tank at 2x+x = 3x = 3(1) = 3 units distance. The grammatical use of further indicates an addition of the doubled unit to the base unit, yet it might have been intended that the distance of detection by the Green Tank of the Brown Tank is twice the distance, or 2x = 2(1) = 2 units distance, and the relative distance of detection is but comparatively further.

It could be interpreted that  "try [1 unit distance = 1 mile] to come up with a solution" means to assume X = 1, yet what would be the result if we set X = 0?  Would the answer to which tank's bullet struck first be the same as where X = 1?
