Not that easy... Rethink your logic with an example and you will see the gap. (prisoner 18 will be in the same situation as prisoner 20 all over again... However, your system is smart regarding the inverting of hats colors and may increase the chances of prisoners getting saved (a bit more than the 15 average of your method) -
This however does not mean this is necessarily the optimal approach. That's the right of Joey D to determine

Just in case of some kind of 18th century sarcasm, your latest clarification is very different from the above quote... Thanks for your patience... I do recommend changing the original OP to prevent future confusion and irrelevent posting (less frustration for you). Plus, more interest may be generated for this interesting puzzle. as for me, I promise to give it a shot (excel is already open)

I may be missing something here, but is there something you left out in the OP? A condition maybe for all lines and columns to have the same sum or something? Because it looks easy enough for me under these conditions to place the 1 and the 2 in adjacent squares... Or is it?

I am having some troubles reducing this to a macro on excel though: that is the only knowledge in programming that I acquired (by reading the help file for visual basic!!!!!). So don't keep your hopes up

Are you sure there are that many distinct possibilities for this coding?? the number I got mas much less... Are you getting dupplicates in your decoding?
