I would say three letter words with a letter repeated on condition that consonants should be together. BUt that still doesnt explain how moo didnt make it...

The rule has nothing to do with the number of letters or repeated letters.

Nope. Nice try. Fees could be changed to bees but fees didn't make it.

I figured it was about time. I've been looking but this is the first one that I've found that:
a) isn't a celebrity
b) isn't of Thalia from Percy Jackson

It might help to write the accepted words down. I say might because I'm not sure how you write. If you write like me, it probably won't stick out. However, I know some people who write a certain way that would make the rule stick out. It drove my English teacher nuts.
