I was looking for 20, which Izzy got. I guess it is easy to come up with 19 if you aren't careful. I suppose zero had deserves some consideration, since you are 'writing' the numbers, but since the OP specified 1 and 100 instead of one and one hundred, I consider this wrong. I used the word numeral specifically to avoid the interpretation that leads to the answer 1, but I misinterpreted the meaning of numeral. Google has convinced me that 99 is a single numeral rather than 2 numeral 9's that represent the number ninety nine. I guess I should have used digit, or symbol.
