As the ping pong ball will float on top of the water, once the pipe is filled with water, the ball will come out. There is a hole in the floor about a foot deep (ok, half a meter for you non-americans) and just wider than the diameter of a table tennis ball. There is a table tennis ball at the bottom of the hole. You have a fork, a wrench, and a long, thin plastic wire. How do you get the ball out of the hole? Based on this fact pattern, urination would probably be the only solution. This fact pattern describes a closed universe. That is, you're in a sealed room with ONLY a fork, wrench and long plastic wire. It would be unreasonable to assume that this room has a water source--the puzzle writer would have (or shoudl have) included that information. So, pee the ball out. If there isn't any liquid available and for some reason you had a air pressure hose you could try it; use enough air at the right angle and it will pop it out. The faster the air is moving, the lower the atmospheric pressure outside the tube will be and therefore air will attempt to escape from the pipe, thus causing the ball to rise to the top.
