I know you can have more than three strikeouts in an inning (the batter swings at a wild pitch for a third strike, but "steals" first base on the past pitch), but I don't know what the record is or who holds it.

I'll guess 5, and because of my limited knowledge (and lack of desire to do the research right now). I'll guess Nolan Ryan.

Further research reveals it's been done approximately 50 times.

Although prior to 1956 it had happened only 5 times, owing to the absence of the split-fingered fastball in the previous era.

And [i believe] only one pitcher has done it more than once - in MLB.
