100-109 inclusive there are 11
110-119 inclusive there are 21
120-129 inclusive there are 11

this continues to we get that there are 95 up to and including 159.

The next numbers are 160 (96), 161 (98), 162 (99), 163 (100) so the first one we cannot buy is 164.

for some reason i am getting 20 1's up to 100 (not counting 100). I will recheck my numbers:

1-9 =1

10-19=11

20-99=8

I still get 20.

1-99 there are 20 1's so 96 1's are used in 159 nos so the answer is 163
