We've started exploring nearby stars with ships travelling below the speed of light. One of the missions encouters a mysterios artifact orbiting an uninhabited planet prime for terraformation. An away team discovers that it is some sort of station, although it's purposes are still unknown. The station has a large number of rooms, each having an outside control panel with three displays: blue, red and purple.
A quick discovery is that all displays seem to show a number in some alien numbering system. Two buttons are available on the panel. First button can increase the purple display counter (and this is how the alien numbering system was discovered). Only for certain combinations, pressing the second button (let's call it SEND) floods the room with a burst of some form of exotic radiation. Afterwards everything inside the room disappears. The teleportation hypothesis has been advanced by some scientists and trial and error has found a couple of combinations that send everything in the room to a similar structure on the planet below, which holds similar control panels.
Gaining control of the mechanism would greatly improve the chances of terraformation as we do not possess a similar technology and all trips to the planet and back greatly diminish the ships fuel reserves. Unfortunately, pressing the SEND button rescrambles the blue and red counters, so instead of trial and error, a more scientific method must be established. No guide or manual is available, but it stands to reason that some sort of algorithm or simple operation is behind this.
