Well, there's a " in there instead of a letter, so I"m guessing we're supposed to solve for "

Either that, or this is a mixed up quote and we're supposed to untangle it.

I think part of the puzzle is first figuring out what the puzzle is

I can go through the entire thing - but I think you get the idea.

You will use all the letters spelling out the quotation above and end up back at the quote ".
