I think that that number should be raised. 15 posts isn't enough to consider a topic popular in my opinion. A topic becomes "hot" at 15 posts, but I'm assuming that's within a certain time period, right? I've always figured that "hotness" was a measure of the frequency of posting, so it would make sense to me that 15 posts in 4 hours would be hotter than 30 posts in 2 days.
