I got 4 places where you can put the strings of code in, which is the correct order?

If you look at each block of four letters, consider the number to the left of it, look at the key for that number, and then take only the letters that correspond to positions of "1"s in the key, then you end up with

So the first thing I'd try would be

IJGZ-LT7B-6YXP-IUZE

And if that doesn't work, combine things by going vertically instead of horizontally.

 

I'm not sure why the key for numbers from 9 to 15 has corresponding negative numbers to their right. I might be missing something, or there might be questions later on that call for evaluating negative numbers.
