Question

A Man opens a door and looks around. Upon seeing no one, he walks to the tallest building in the area, climbs the stairs to the top floor and jumps off. Halfway to the ground, he hears a phone ringing and knows he has made a mistake.

Why?

Maybe he was in a relationship, love, friendship, or otherwise, and the relationship broke off or something, and he committed suicide because he was sad. His phone was someone calling who was in the relationship. Idk all I could think of.

Perhaps he thought that the building was abandoned, and so didn't want any witnesses (to the suicide), but telephone ringing meant someone was inside.

The first half of this guess is true. He did think the building was abandoned. However, the lack of privacy was not his concern. Also, a phone ringing in the building does not mean that anyone is in the building.

Attack or holocaust survivor (explains dead bodies) jumps off building to commit suicide because he can't stand it anymore, or maybe someone whose friend/relative they thought had died in the war, they can't bear their loss, but then they realize it might be them calling.

but its not the holocaust. Different region of the world and more in the mid-40s.
