Question

Shown are what should be three sets of three 4x4 grids (the third set is missing the third grid). Each grid's squares are numbered as shown where the missing grid should be. Figure out where the four color tiles belong in the third grid of the third set, using the logic of the first two sets to guide you.

I've added headers to the three grids that incorporate the clues given in the original puzzle.

Each color has a specific MEANING that does not change.

...the set of blues in the first row [1,16,13] means the same as the set of blues in the second [3,12,9] and third [8,5,x] rows? or ...the blues in the first row have one meaning which is different from the other two rows?

Response...

In all three rows (three distinct puzzles) the meaning of BLUE (and GREEN, YELLOW, RED) is consistent. Even in each of the 9 grids, the meaning of BLUE (and GREEN, YELLOW, RED) is consistent.

k-man solved it. Try to solve it yourself before looking at his answer. For those wanting just one more hint, look into the following...

Think of a 3D cube with four levels of four rows and four columns (4x4x4). Inside this cube are four steel balls. The location of a ball in the cube, from a given view, will be colored according to it's "depth" relative to THAT VIEW. Each color represents a different 'depth'.

If that's not enough help, here is the answer for ONE of the tiles...

Blue is at 3. Blue is the color of a ball which is one level deep in the 'current' view. Now figure out the other colors!
