In the World Cup 2015, 20 teams participated. Due to high stakes involved, the chances of match fixing were very high. Hence, the Captain and Vice-Captain of each team held a meeting to counter the consequences of match fixing. It was decided in the meeting that if any news regarding fixing leaks out, it will be announced by the captain of the team which fixed the match in the next match that would be held. [it is assumed that none of the captains fix the matches, and only the vice captains fix the matches. Thus, the captain announces about his team fixing the match only if he figures out that the match is fixed].

After the tournament begins, the Vice-Captain of England fixes its match against Pakistan without the knowledge of England’s captain. The news leaked out within the teams, and a few more vice-captains fixed the matches without the knowledge of their respective captains. As the same business house was fixing matches with all the teams, all the other teams came to know about a fixed match, except the captain of that respective team.

After the 3rd match, ICC got a phone call from an unknown guy person informing that the matches are were being fixed. As decided, the teams now had to announce of the match fixing in the upcoming matches. On the 16th match after the phone call, there was an announcement that “N” number of teams had fixed the matches. What is the value of “N”

You need more clarity in your 'riddle'.

First off, if England fixes their match with Pakistan, does that mean that both England and Pakistan were guilty of match fixing? Is it just England that is guilty?

We also don't know the schedule of who play whom, so we cannot determine who has fixed which matches.

It is possible that England has played 5 games while Pakistan has only played 1 in the round robin play.

Fixing is between a Vice Captain and the One Business House.

If there was only one VC who fixed everyone except the Captian of the Fixer would have known that matches were being fixed. But that Captain would have grown wiser after the announcement and would suspect his VC and announce on the first match after announcement.

If two vice captains were fixing, everyone else would know the number as two except for the concerned Captains , each of whom would have known of only one other than his VC to be fixing. But since no announcement happened on first match after announcement, these two captains would get wiser and announce on the 2nd match. Going this way 16 Captains would announce their VC fixed matched on 16th match after announcement.
