"Us is everyone and you also" doesnt work and neither do the other two. Subtitute your answer for the "Who" in the question and see if it works. No. Read my hint. The government is a bunch of people and if you got everyone in it then you may as well not have one so I think its useless...And no... 5th answer has been said...Or somthing close...
