This is a term that’s politically used,

To correctly describe two humans fused.

Since not all of them can procreate,

This is largely up for debate.

Come this way and witness, please,

A slough of banking robberies.

He gets caught and goes to trial,

And pays for this in jail, awhile.

These two words when combined,

Encompass: wrongfully intertwined.

siamese crime? I don't get it. The only thing I can think is that one of them did something wrong, and they both have to spend time in prison.

siamese was not the correct part of your answer. When you read the word "fused" don't think literally. Think of it as a figure of speech.
