If that were the case, ie, everyone was ethical and respectful of each other and we ALL agreed on everything, then yes, no government would be the best scenario. However, that is not the case, neither here, not anywhere in the entire history of the world, not in Eden (we know how obedient Adam and Eve were, dont we?) or even in Heaven (God is the supreme ruler and no one questions that, lest they be cast down like lucifer).
