I've spent some time thinking about my first answer, and it is wrong. The time is time to answer time.

I don't know if that was your answer, but you are correct. The answer is that you cannot answer the riddle. You can do that with this riddle because it ask you if you can answer it, and no answer matches all of the riddle except for "No"

Going with your oline of thinking, and taking the last sentence quite literally, you would have to answer "yes", since the question does not specifically aske if you can guess "correctly".
