There is another more straight forward wording (as posted by oysterboy22)

You are stuck in a room with no windows and no doors.

There is a hole in the floor about a foot deep (ok, half a meter for you non-americans) and just wider than the diameter of a table tennis ball. There is a table tennis ball at the bottom of the hole.

You have a fork, a wrench, and a long, thin plastic wire.

How do you get the ball out of the hole?

Based on this fact pattern, urination would probably be the only solution. This fact pattern describes a closed universe. That is, you're in a sealed room with ONLY a fork, wrench and long plastic wire. It would be unreasonable to assume that this room has a water source--the puzzle writer would have (or shoudl have) included that information. So, pee the ball out.

The rules state you have no access to water or a vaccum, the tools listed are irrelevant, so pee the ball out... The average human has plenty of urine in them to float the ball out; it only requires 155mL and the bladder has over that much easily...

Liquid...those type of balls will float. Any type of liquid will do. If there isn't any liquid available and for some reason you had a air pressure hose you could try it; use enough air at the right angle and it will pop it out. But liquid is more practical and easier.

Some interesting responses, however they seem a bit complicated. Personally, I would simply pour water into the pipe until the ball floats to the top.

You could blow air over the top of the pipe using some sort of compressor. The faster the air is moving, the lower the atmospheric pressure outside the tube will be and therefore air will attempt to escape from the pipe, thus causing the ball to rise to the top.

Fill the hole with water, the ping pong ball will float to the top.

A vacuum cleaner will remove the air from the tube, but not lift the ball up through it.

make it a spud gun by adding a fule sorce, lighting a match, then dropping the mach down the pipe! the sphere should shoot out like a bullet from a barrel. :D

Easy. Turn the pipe upside down, the ball will roll out ... it's called gravity

Yeah, good luck turning over the pipe when it's buried into the ground. My answer, since the pipe is sealed at the bottom, I'd fill it with water.

Well, if there's enough room for water to get around the ball, and it is indeed sealed at the bottom, than I supose pooring a couple liters of fluid into the pipe might jus' float it out. ;)
