I beleived that the answer hinged on the fact that: 31 (mod8) = 39 (mod8) ie 31/8 and 39/8 both leave a remainder 7 I can't quite fit that into a catchy answer though. As I mention, the inner layer is not simple as the outer layer, once you figure out what are the meaning of hint =51 and clue = 41, you will roughly now what 31 and 39 means.
