I always finish it but i never start it,

I could be used at the end of sand but never at the end of and,

If you see me it means something has come to an end,

I am as small as you make me,

And i'm used all around the world.

What am i?

I don't know about the all around the world bit.

In China, a full stop is not a '.' but a hollow circle. This mens that it cannot be as small as you want.
