Without any given specifications of what a 4-way binary chip is, I can only envision the question to be asking for a result of symmetry. If this is the case, the error bit is in the second column of the fourth row.

For puzzle purposes its an 4x4 array of on/off LEDs,with glow wires that indicate negative values. It totals rows of  binary numbers in 4 orientations.If the error bit is toggled..the value of

A+ A + -A + -A=0 ( lits to  A  A  -A  -A ).
