Never. You will never have consecutive 7's. Unless you break the seconds down into many significant digits (minimum 5), you can't spell the word hELLO.

For your third set (the one beginning in 2,0), I count 30 times instead of 60. Also, I had 300 for the last one because any digit 0-9 could be in the rightmost seconds column during any of the valid hELLO times (and should count as separate times).

no, that is 00:00:34 the minute zeros lit as LL

Do they always do that? Do the hours also do that sometimes? I think the mechanics of it all should be explained.

the mechanics is like .. you invert the clock then cut out the word hELLO
from a cardboard then place it in front of the clock. Start counting till
150 times its fills the word hELLO then move the cardboard left for the
4th set of 30 or (300 times for 1 second greet).

The OP ask how many times not how many seconds.Some hELLO last 1 second some 2 seconds and 10 seconds. I got 40+40+20+30=130
