a is the number of dollars in the check, and b is the number of cents

100b + a - 50 = 3(100a + b).

which means 97b - 299a = 50.

check was for $18.56

No,doesn.t cover the conditions.

why three? I thought OP said twice ...

100b + a - 5 = 2(100a + b).

which means 98b - 199a = 5.

check was for $31.63

If x is the number of cents and y is the number of dollars written on the cheque..

Then it is clear,

100x+y-5=2(100y+x)

=> 98x=199y+5

=> x=(199y+5)/98

now, both x and y has to be an integer

so, from a simple MATLAb program

clear all;
for y=1:100
x(y)=(199*y+5)/98;
end

we get x=63 for y=31.

So the actual amount written on the cheque is 31.63 $ and he got 63.31 $

Good build of puzzle ;)
