It's a ternary numeral system with the least significant trit on the left, where each trit can have a value of -1, 0 or 1, represented as -, 0 and + respectively.

0 = 0000 = 0*1 + 0*3 + 0*9 + 0*27

1 = +000 = 1*1 + 0*3 + 0*9 + 0*27

2 = -+00 = -1*1 + 1*3 + 0*9 + 0*27

3 = 0+00 = 0*1 + 1*3 + 0*9 + 0*27

4 = ++00 = 1*1 + 1*3 + 0*9 + 0*27

5 = -0+0 = -*1 + 0*3 + 1*9 + 0*27

...

15 = 0--+ = 0*1 - 1*3 - 1*9 + 1*27

...

21 = 0+-+ = 0*1 + 1*3 - 1*9 + 1*27

etc.
