attached to the ceiling there are two ropes. both ropes are only a meter higher than the floor but because of their distance you can only reach one of them at a time. you must find a way to tie both ropes only using a stapler and a pair of scissors.

note: you can't hold one rope and walk towards the other rope.

It never said that you had to tie the ropes together, it just said to tie them. So you knot each one on its own, the scissors and stapler are red herrings

Attach the stapler to one of the ropes and swing it. Go to the other rope. Hopefully, the rope will swing far enough for you to grab it.

I can do it without any instruments

Tie three to four knots on one of the ropes than swing it like pendulum run immediately towards the 2nd rope grab the swinging one and tie them

If i am not correct then you must include the distance between them ie. the difference between them is more than the length of any of the rope
