Each number is equal to the number of segments it takes to make it on an older, digital readout. For example, the number 1 is made of 2 segments. The number 9 is made of 6 segments. The number 8 has the most of any single-digit number because it uses all 7 segments. Six around the outside and the one in the middle.

The completed table would read:
