He will walk to the nearest cab. Take it to the airport and fly to LA. Time taken almost 7hrs. In total its gonna take him 1000 hrs of walking. Each day he can walk only 15 hrs. Which makes it a total of 66 days and 10hrs of walking. I am sure I have missed something for the puzzle cannot be so easy, plus I would like to meet the crazy person who is ok to walk for 2 months straight. Assuming you mean how many days will it take him to walk to LA if he only stops to sleep (15 hour walking days): 3000m/3mph=1000hrs 1000hrs / 15hpd = 67 days Although I guess he could take a plane.
