2 bags each of $1, $2, $4, and $8, 3 bags of $16, and 1 bag each of $32, $64, $128, $256, and $512

How come the answer is 11..?

I think the splitting must be this way..

A denomination wouldn't be an amount of money, it would be a specific bill, like $1, $2, $5, $10, $20, $50, $100, $1000.

I think I'm confused...the way I read the question is this: There are $1070 total, how can you divide them into bags so that you can make any dollar amount from $1 to $1070 without having to open the bags. The solution naveed gave doesn't let you make any dollar amount from $71 to $99, for example. What am I misreading into the question?
