Fleas carry plague - but do they "swarm" or are we being more metaphorical?

I'd say it's probably rats. They're all nice and cudly alone. Some people keep em as pets. And they started the plauge. So id' assume that's what it is, but i'm not sure.

Yet the riddle says "when the swarms meet swarms,

there's an outbreak of a plague." It sounds like two armies of WAI coming against each other and the chaos and destruction that follows.

bees when two hives fight each other

but then would they be considered peaceful by themselves? Not in my experience.

It must be a really good riddle because it seems so simple until you start really thinking about it.

bedbugs are peaceful yet nasty in and of themselves but when they are in large groups and can cause you to break out in rashes and such

Similar to one of my earlier guesses,

a crude or vulgar word. Although I don't approve of profanity in any form many people casually interject them into their conversation without any meaning. Yet, you string a bunch together (a swarm) and someone else does the same, that sounds like they're having a heated argument.
