How does this work exactly? And how do you tell the nines from the sixes?

Is it actually solvable? I don't think it is because near the top has either two 6's or two 9's in a row.

The nines and sixes are purposely ambiguous. Figuring out what to do is part of the puzzle.

Yes, it is solvable...(this was one of the puzzles in the competition that just wrapped up ;P)

Well done! That's correct...rotations are not necessary. There is a "final" solution that involves finding a word or phrase.

...convert numbers to letters.
