Without restrictions it could be infinity

In theory =18 complete circles by the amont of area available

In reality = 12 circles that do not overlap

Is 8.3"x11.7" paper a standard size?

0 because you can't "draw" a circle instantly. The moment you start drawing the paper isn't completely empty anymore.
