Knowing Shakee's other riddles...this probably really has nothing to do with that, and is not just an anti-drug statement...there is probably a lot of hidden metaphors, double meanings, etc...I'm stumped right now...but still working on it...nice riddle...

You’ll know I’m up to bad, not good. (Seeing an old fence that's been neglected probably means the rest of the area has been as well)

Big "Bad" Wolf

Don't take me in vain, I'm no joke: The boy who cried wolf

Hanging around "Riding Hood" . . . up to no good. Stole Granny's clothes and showed those mean, rotten teeth to Red.

Smoke grass (straw) and puff on sticks, but doesn't like stoners (in stone / brick houses) they turn the wolf's tricks against him.

Ate the seven "kid" goats but had them cut out of his belly.

Ate the duck in Peter and the Wolf and tried to get the bird.

Outstanding Dio. You're no goat!
