the answer is very simple, since tennis ball is a pumice, i.e., it floats on water, pour water into the pipe and slowly, the ball comes up

Fill the pipe with water. Table tennis balls float, it will float to the top.

Just pour water into the hole and that will make the ball float up.

I would drink a lot of water and wait to get a real urge to pee. I would then do this into the pipe - causing the ball to rise!

you could also lower in a long item like a piece of wood or metal with double-stick tape on it
