Actually, the answer is indeterminate. On a circular track, if you're in first place and overtake second place, you're still in first place.

actually thats ture but all the runners have to be very slow then

The question didn't specify anything about relative speeds. You could also pass someone and not change your relative position, if you're a lap behind the person you overtake.

you could have been lapped by everyone making u last, but then u came back and you unlapped second place still making you last :S
