They tend to hover, but it can certainly be argued or proven that they fly (even backwards and strafing side to side!) a flying squirrel. They glide, not fly. It does not fly literally speaking(It glides or swoops down on it's prey ; An eagle need not flap(fly) it's wings for a long period of time.)
