A garden hoe.

He wears red capes (pole)
and a silver crown, (Blade)
Everyone feels jealous when he is around. (Everything green in the garden)
Be careful not to anger him in anything you do.
He could have you beheaded, (the blade, remove weeds)
and the queen could drown you, too. (The Hose/water can)

I had thought a Gardener, but the cape & crown were weak
